The first call came in just after sunrise — a man’s voice, worried and breathless, reporting a mother dog hiding in tall grass by the roadside, her puppies barely alive beside her. He’d tried to feed her, he said, but she growled and refused to come near. Something about her eyes, though — frightened, desperate — had convinced him she wasn’t dangerous. She was just terrified.

And she wasn’t alone.
